Anglo-American, in its role as the client, appointed Hatch as the EPCM (Engineering, Procurement, and Construction Management) consultant, tasking them with the development of a Localisation Strategy. Subsequently, Hatch engaged Thero Services as sub-consultants to ensure alignment with Kumba Sishen Requirements, the Mining Charter, and international best practices. Through extensive collaboration with Kumba Sishen's preferential procurement division and a thorough analysis of Census data and Legal Requirements, Thero Services identified key focus areas within the EPCM scope, laying the groundwork for impactful social value initiatives.


Four primary categories emerged as focal points for social value and community development: 

  • Direct and Indirect Small Business Promotion, 

  • Employment within Localized Communities, 

  • Skills Development, 

  • Training and Capacity Building,

  • Socio-Economic Development (SED) projects. 


While these categories were interrelated and often overlapped during implementation, they were assessed independently to gauge the project's social value contribution. Monitoring and evaluation, conducted monthly throughout the project's duration, utilized BBBEE construction codes and the Mining Charter Scorecard to ensure adherence to inclusive procurement requirements and socio-economic transformation agendas, fostering continual improvement.
